Error Message for Outlook 2003 (Office 2003 SP1)

I receive the following dialogue box with an error message.
"MANAGED MAPI SERVICE CATASTROPIC FAILURE"
Could not initialize CLR. System cannot find the file specified.

This box pops up when I load Outlook and I have to click the OK button
perhaps 6 or 7 times before Outlook finishes loading. It appears that I have
all the functionally for sending and receiving emails, however this is
troubling.

I have Windows XP SP2 with a home network.

Any help out there?
