Error messages when trying to publish - possible cause?

Hi, My brother-in-law is trying to publish his wedding website and is
encountering some errors. When he clicks publish and he is prompted for user
name and password the box disappears and reappears without launching anything.

When he cancels out of the password box he gets an error message as follows:

"A web does not exist at http://www.wilywonderfulwedding.com/ Would you like
Frontpage to create a web at that location?" He then clicked OK to this
message and was confronted with the final error message
3) "Unable to open http://www.wilywonderfulwedding.com/ Possible causes:
* The web server may not have the Frontpage Server Extensions
installed.
* The web server may be temporarily out of service.
* If you are connecting through a proxy server, the proxy settings
may be incorrect.
* An error may have occurred in the web server.

Can anyone help me with this? The webhost is in the US not sure if this
would make a difference and what the cause is likely to be? Any help or
advice would be very much appreciated.

Thanks Steve, will advise my Bro in law and let you know what works - beats
everything I had tried so really appreciate this! Thanks
