Error "Unable to open default e-mail folders"

Hi,

I have a user that has been connecting over his VPN for over a year without
issues. He is running Outlook2003 client connecting to our Exchange2003
Server. I am also connecting over my VPN running Office2007 for the last few
weeks without issues. Last Friday he emailed us that he is unable to connect
to Outlook and had to use OWA. He did not provide any errors at that time
and we figured it was his VPN stability that was the cause. This morning he
emailed me that after he connects over the VPN and launches Outlook he
receives the following:

"Cannot open your default e-mail folders. You must connect to Microsoft
Exchange with the current profile before you can syncronize your folders with
your offline folder file"

Today I tried to connect using my Outlook over the VPN and had no issues. I
deleted my profile and attempted to create the other users Outlook profile to
test and received the same error. I deleted his profile and recreated my
profile and now I am receiving the same error. I have deleted the profiles
in Outlook using Control Panel and even went into my user profile and deleted
all files in the Outlook folder, rebooted and recreated the profile. I am
stumped. Any help would be appreciated.
