Excel 2013: How to ensure a cell is not left blank by users? (Not using VBA)

Hello,

Looking to know if it is possible, not using VBA, to ensure a cell is not left in a blank state by a user during data entry, and if it is possible how to.
Data validation via a list does not appear to work - cell can be left blank if user does not choose a value or tabs past the cell.
Is it possible by using IF function?
