footnote preview in draft mode

why won't footnote text popup as it should when the mouse is placed over the footnote number in draft viewing mode? In some doc's it works, in others not.

Check Word> Preferences - View to make sure the check is there for Comments
on Rollover. If that doesn't resolve it you'll need to provide full version
info for both OS X & Office. Also indicate as much additional info as you
can, such as the source & file format of the problem docs plus any
additional details.
