Draw 2 rectangles one larger than the other, and set them
to "wrap through". Set their fill and outlines to the
desired colors. Then align and resize the rectangles as
you like to show around the image's edges.
Right-click them and select "Order" to get the objects to
show in the coeect order. Then select all 3 objects and
group them so they'll stay together and in that order.
