Generate PDF Fillable form from Access?

Here's an interesting requirement I've been given. From my readings,
I don't think it's possible, but I would love to be proven wrong

We need to send a PDF form that clients can fill out electronically
and email back to us. So far, so good. The trick is that the form
needs to include many bits of information that we are currently
tracking in an Access db.

I can create the form as an Access report, and then print that report
to PDF, no problem. However, the result is not a fillable form.

I've found an Acrobat plugin that allows mail merge from Access, but
at US$150, it's out of our price range. In fact, we can't afford a
commercial solution.

Any ideas?
