Had it with Publisher, Alternatives?

We have had the Publisher "cannot open file" issue spreading through our
enterprise for the last few months. We are down to one machine that will
open files created with Publisher 2007. We use it to create a 20 page annual
report. We are not publisher experts for one file a year. The last report
was 89MB so we probably could be doing things better. Anyway regarding this
problem:

We do not have Office SP2 installed
We have tried the registery fix
We have tried the change printer suggestion
We have tried the "hot fix"

None of it has worked. We are ready to try alternative products that are
better tested and better supported (no $$$$ to make a phone call).
Suggestions?

A 20 page annual report and that is the only reason for using Publisher? If
so create in Word (I'll bet there are people on staff that are experts) or
use one of the free publishing programs that are simpler than Publisher.

Some free ones:

http://www.scribus.net/ - I've used when I didn't have Publisher or Adobe's
extremely expensive product installed.
http://www.freeserifsoftware.com/software/pageplus/index.asp - I have also
used an earlier version of Page Plus and it does what it says, even the free
version. If you need PDF file off of the free version you need to print to a
PDF creator such as PrimoPDF.
