Had to reinstall Outlook - Cant send messages now - Error 553

After having to reinstall - I cant reply or send email to CERTAIN people but
I can send to people using my server? Get this error code

The following recipient(s) could not be reached:

553 sorry, that domain isn't in my list of allowed rcpthosts
