Help! How do you set/change the Vertical ruler?

I cannot find instructions on setting the vertical ruler. I can find how to
show it. But not set it.

The Blue "pull-down" portion of the vertical ruler is hidden under the top
of the ruler, and I can't "get to it".

Anyone?

What do you mean by "set it"? What version of Word? Are you actually
talking about Word -- what's the "Blue 'pull-down' portion"?
