I quit using FrontPage counters because they were overcounting.
I placed some CGI counters on the same page as FrontPage counters and found
that the FrontPage counters were counting 25 to 33% more of something. For
one thing, if you had a home page with FrontPage counters, clicked to a
subsection, then clicked back to the home page, the FrontPage counters would
add you as a second visitor where my CGI counters did not.
I also found CGI counters to be more useful to document the visitor
statistics becasue it was possible to build an HTML document that DISPLAYED
all the counters on the same page without incrementing them. This could not
be done with Frontpage counters.
I print my CGI counter documents each week and key them into an excel
spreadsheet that has a second layer that solves for the visitors each wek
for every document in my various web sites. This enables me to keep track of
seasonal and other variations in visitor rates, be aware of unusual changes
in visitation rates, and just become more familair with what people value
and come back to see.
