How can I create project programmaticly?

We need to create project in MS Project Server 2003 programmaticly and
publish it. How can we do it using PDS or any other means? There is
ProjectCreate method of PDS but it has one problem - "If the default version
of the requested ProjectName does not already exist, then the PDS returns an
error." As I understood, it means that we have to create default version of
the project before.
