How can I prevent PPT2007 from opening PPT2003 graphic in PPT2003?

For some PPT 2003 files that you save to PPT2007 (as pptx), when you
double-click a graphic that looks blurry, it asks if you want to convert it
and all other graphics in the doc to PPT 2007. For some reason, with some
other files, I don't get this option when doing the same thing, and instead,
it opens PPT 2003 and all my PPT2007 controls go away, plus the graphic
colours and formatting all change. How can this be prevented? I never want
PPT2007 to open graphics in PPT 2003.

What kind of graphics? Charts, drawn objects, diagrams, pictures....
