How can I print on a pre-printed paper form (printer=typewriter)?

I need to print on a legal form that is paper-based. I don't want to
handwrite on the form and I don't own a typewriter! I can't figure out how
to tell Word where the blanks are, physically, on the page. Is there
software that can read a scan and convert it for me?

The only way I've been able to do this is to create the entire form in Word.
It is tedious and it takes some time. Using a ruler and tables you can
usually work it out.

Acrobat 9 may be able to take your form and create a PDF version that you
can work in.

There is no easy way to do it. You are going to have to invest a bit of time
in that task so you need to ask yourself "Is it worth the time?"

This is a job for a paint program.
1. Scan to form.
2. Use a paint program to add the text.
3. Print the form.

If you add the text on a separate layer, you can print just that layer unto
the form. Try printing on a photocopy to see if the text aligns properly
before you print on the original.
