How do I automatically return a blocked email to sender unread?

Similar to an option available with cell phones, I'd like to notify sender
that the discussion is over. And I don't wish to know if sender disagrees.
Sender is an individual whose identity is known to me. I've blocked the
address, but emails still show up in my Junk E-mail. It's not quite enough to
just have them automatically deleted. I want sender to know I no longer am
willing to receive their emails.

Just ignore the person. As long you send back any e-mail the discussion
isn't over. And subject to spammers, you'd confirm your address actually
exists.

When you send that "la-la-la-la-la, I can't h-e-a-r you" whiny email,
how do you know it will get delivered to the correct recipient.
Spammers and malcontents can specify whatever e-mail address they want.
Even you can do it by editing the e-mail account that you defined in
Outlook by putting in any e-mail address you want into the E-mail
Address field. You get an unwanted e-mail and then send something back
to the e-mail address that the sender claimed was theirs. What if they
specified their e-mail address was your e-mail address? Or made one up
so it cannot be delivered? Or specified someone else's e-mail, like the
postmaster or abuse desk of your e-mail provider? You would end up
sending your whiny e-mail to someone that was never involved in the
confrontation between you two.
And I don't wish to know if sender disagrees.

They don't have to agree to anything. They'll simply block your
e-mails.
Sender is an individual whose identity is known to me.

Then why are you not complaining to their e-mail provider regarding the
perceived harassment? Disagreeing with a sender (but then agreeing to
reply to them via e-mail) is not harassment. What happens in a verbal
argument if you just shut up at some point during the argument? They
shut up, too.
I've blocked the
address, but emails still show up in my Junk E-mail.

Then the sender is probably changing their e-mail address so that you
cannot filter on it. That's how spammers and malcontents work to get
past the stupidity of simplistic block lists based solely on an e-mail
address. Hi, I'm John. Hi, I'm Mark that used to be John. Hi, I'm Sue
that used to be Mark that used to be John.

Maybe your rule is incorrectly defined. You never divulged your rule
(or if you are using a rule but then you didn't actually mention HOW you
are trying to block the sender's e-mails). Check the e-mail address
that they specify in each of their received e-mails. Is it always the
same? What is the rule that you defined? If you are using the Blocked
Senders list, are you sure some other rule isn't unblocking their
e-mail? You sure you have their ONE e-mail address (since blocking only
works if it is always the same) correct in the Blocked Senders list?
It's not quite enough to just have them automatically deleted.

Yes, it is. You cannot guarantee that anything you send back will be
sent to the original sender. You don't have that information. All you
have is what THEY specified as the data in their message. The
return-path headers are what THEY specified, not some independent 3rd
party in the chain of hosts between you and them. You cannot guarantee
that the return-path headers point to the actual sender. That's not how
Internet e-mail works.
I want sender to know I no longer am willing to receive their emails.

So you're one of those that absolutely needs to have the last word in a
verbal combat, too. Grow up and just walk away. You don't win trying
to argue with children. Stop trying to bitch and be the biggest bitch
with the last bitch. It won't work. They know they got you if you
reply and will provoke you again. That's how flamers work. As long as
you reply, that prods them to prod you again. If they get nothing comes
back to them, they lose interest.
