How do I get a box picture behind text? Or

In Publisher (MS2003). when I insert a box picture I can't get the picture to
be transparent, in other words, I can't put the picture behind the text like
in Word <format picture> <layout> <behind text>. The idea is to see both, the
picture and the text in the same position. Thank you very much.

I'm not sure what you want. Select the text box and bring it to the front. If you
want a washed out look, select the picture, on the picture toolbar, select color
(looks like a bar chart) and select washout.

Or maybe this if you just want the text in front of the picture:
Make sure the fill for the text box is set at "no fill"
Bring the text box to the front
Make sure that "text wrap" is set to "through" (or "no wrap")

Something to try the next time. If you can't get Object A to be behind
Object B, try putting Object B in front of Object A. ;-)

This is how I do it, and what I was thinking of when I read the question.
