How do I get Microsoft Outlook 2003 to sync with my HP IPAQ 2400

I cannot seem to get MS outlook 2003 on my pc to sync with my HP IPAQ 2400
series which has outlook installed on it. I have 4.1 MS active sync
installed. They do not want to sync. I can't get it to sync with Yahoo's
calendar either. Any suggestions?
