How do I get Outlook to shut down properly?

My Outlook 2007 continues to run after I exit the program. I don't know why
it needs to do this, but it does. In any event, shutting down my computer
the normal way (Start Menu:Shut Down) while Outlook is still running
apparently causes Outlook to crash. Upon restart I get the message "The data
file 'Mailbox' was not closed properly. The file is being checked for
errors." This process takes 10-15 minutes and no errors are ever found. Is
there any way to prevent this from happening?

I have a lot of add-ins. In the Trust Center, I made all of them inactive,
and that did not solve the problem. Apparently making inactive isn't the
same as disabling, but I couldn't find a way within the Trust Center to
disable the add-ins. How do I do that?

What you have to do instead is start Outlook in safe mode:

Start > Run > outlook.exe /safe

I'm not sure how that helps. Starting in safe mode, I still get the same
list of active add-ins with no way of disabling them.

The Add Ins are disabled when you start in safe mode. Now close Outlook and
see if the behaviour continues. If it doesn't, one of your Add Ins is the
culprit.

Based upon what I can see, that's not the way it's working for me. In safe
mode, I get the very same list of active add-ins. There a place below that
lists disabled add-ins, and it's blank. Exiting Outlook while in safe mode
does not remove Outlook from the active programs in the Task Manager.
