How do I overprint text onto an imported picture in Word?

We have a banner picture with some very light space that I would like to
print over when preparing leaflets. Word treats it as a picture and I can
print around it, but not over it. How can I over-lay a few words of text?

Set the image layout property to 'behind text'

Or create a text box (In Front of Text) with No Line and No Fill and
position it over the space where you want to insert text.
