How Do I Restore Menu Bar Toolbar

I have an Access 2003 user whose menu bar items (File, Edit, View, etc.) are
missing. I have tried to reenable his Menu Bar Toolbar but found that it is
no longer listed as a toolbar under the customize toolbars option...

If I try to create a Menu Bar toolbar named Menu Bar, it says a toolbar with
that name already exists. Again, it is not showing on the list of available
toolbars. Clearly I could create a custom toolbar with these functions and a
different name (Menu Bar2) but I really want to restore the factory Menu Bar.


We have run detect and repair and it had no effect. It is user specific.
If I log in as myself, the Menu Bar is there... I would prefer to not blow
away the user's profile but if anyone knows where his customization is
stored, that would be helpful as I could just blow away that setting...

Help!

I've found that when a toolbar is missing from the customize toolbars
popup form, I can click the properties button.
Once the properties popup opens, type Menu Bar in the selected toolbar
combobox, then click the restore defaults button.
