how do i stop outlook from asking to send read receipt?

I have my outlook set-up to automatically send read receipt... to NOT ask me,
but it asks me every time. I'm using Outlook 2007 with Windows Professional.

There are two different settings - one to send a read-receipt with all
messages you SEND, and a different setting to deal with read-receipt
requests that you RECEIVE. I presume you are talking about the second
setting.
Tools-Options-Preferences-Email options-Tracking Options and it's at the
bottom....

i did select to automatically send read receipts as you stated, but outlook

I think you are getting a bit confused.
There are two DIFFERENT settings for read-receipts.
One is for you to decide whether you want to request a read-receipt for
email that you SEND. That is what I think you have checked.
The other is to decide what you want Outlook to do when someone who has
sent you an email asks Outlook to send a read-receipt for that email in
other words, Outlook is asking you whether you want to send a read-receipt
to that person showing them that you have read the email that you have
RECEIVED, not sent. That is the default behaviour unless you change it.
That I think, is what Outlook is asking you to do,.

Under options...email options...tracking options, I have checked in the
section "For all messages I send" Request Read Receipt.
In the section "Use this option to decide how to respond for requests for
read receipts" I have checked Always Send a Response. It is my understanding
that it should do this automatically, but it asks me every time. I just want
it to do it and not ask me.
