IE7 opening Visio attachments as blank page.

Hello all,
I've seen this problem posted, but no previous solution has fit my
scenario, so I thought I would try again. We use Outlook 2003, with Visio
Viewer installed, without the Visio standalone application. When users open
attachments, or VSD files saved to their network drives, they receive a blank
page in IE. If they save the file locally, it opens fine. I've narrowed it
down to being an issue with Temporary Internet Files and the location that
Outlook puts the attachment in. If I save the file to %username%\local
settings or anywhere else that the user has privilege to save on C:, they
open fine. Saving it to %username%\local settings\temporary internet files,
they no longer open. I've noticed that if I save the files elsewhere on the
machine, when they open, IE shows the zone as "My Computer". If I try to
open them from Outlook or Temporary Internet Files, IE shows the zone as
"Internet". Is there a way that this can be fixed without unlocking the
Temporary Internet Files folder, or modifying the security zone in Internet
Explorer?
