Issue with Address Book

One of our clients has an office that has a VPN link back to our main office,
but when ever the client trys to open the address book or add a contact they
get a message saying "The connecion to the microsoft exchange server is
unavailable. Outlook must be online or connected to complete this action."
But the computer is connected to the exchange server.? Has anyone has this
issue?
