Limiting mails more than 5MB in MSoutlook 2003

Hello everyone,

-We use POP3 mail server and we have set a rule not to send mails more
than 5MB. But when users send mails more than 5MB it goes upto the
server and bounces back, this consumes more Bandwidth.
- I want this to be restricited in the Outlook level. If a user sends
a mail more than 5MB outlook should throw an error message asking to
reduce the size of the mail.

Can this be done. Any help is appreciated.
