Locking the TO or CC or BCC fields

I am needing to know if there's a way to "lock" or "gray out" the TO and/or
CC and/or BCC fields on an e-mail template.

Once I save an outlook template, is there a way to lock the intended
recipients so that no matter who sends the form, there is not a way to have
it get changed from where it needs to be sent?
