Mark as Not Junk not working

I have a number of email addresses that end up in my Junk Email box that
should not be there. I continually have added them as Safe but they still
end up in the Junk box. What can I do to fix this? (I am working with
Outlook 2007)

See if they are not on your block list as well. In general, the block list
is very clean as Junk E-mail senders rarely use the same address twice so
there is no need to add all the addresses.

Also, are you using SP2 already?
In that case the Infobar will tell you if Outlook's Junk E-mail filter put
it there or it got there by other means (rules or 3rd party filtering for
example).

I have checked my blocked lists and these email addresses are not on any of
them. In reality, my blocked list is very short. I instead have filtering
set on High. Also, I just upgraded to SP2.

One of the emails was "marked as span using the Outlook Junk E-mail filter,"
the other email doesn't give me any clue. What else can I look at to resolve
this problem?
