Meeting room tracking

I am assisting a customer using Outlook 2003 on a Windows XP system. We have
conference rooms set up to reserve meeting times. We send out meeting
requests from the conference room account but the account does not show
replies from attendees except for the originator of the meeting. Does the
user need certain permissions to enable the tracking or do I need to have the
Exchange server operator enable some kind of permissions to enable this
feature?
