microsoft pst backup add-in

This machine runs WinWP Pro with Office 2000 Pro SP3. The backup installs fine, but when I open Outlook the Backup command is not present in the File Menu. When I look in Com Add-Ins, it is not there. When I look in "Add and Remove Programs", it IS there. When I click on the little support hyperlink present when viewing the program in "Add and Remove Programs" and choose to reinstall it produces a dialog that states a "fatal error" has occurred. If I uninstall and reinstall the same results ensue. Any ideas?
