You don't say what the error message is or the symptom of the problem.
Did it ever work? Is Project "activated"?

When you double click file icon in Windows Explorer, Windows Explorer
uses it file associations based on file extensions, e.g. *.MPP.
Something in Windows either didn't set that up correctly, or once setup
it's now broken. In XP's Windows Explorer Help file, search for "To
associate a file name extension with a file type" and see instructions
there.

Failing getting that going, in Project, open the files with Menu:
File/Open (which is the way I use 99.99% of the time).

Install SP3 for MS Project 2003, it has convertors build in within the package.

Then change defualt program for Project File. Right Click on any project file -> Open With -> Check the Check box- Always use this as Defualt Program, then click on Browse Button...

Drive on which MSP is installed say C:

C: -> Program File -> MicroSoft Project 2007 -> Office12-> Winproj.exe.

This will make it as defualt program.
