MS Project Server 2003: Project Stuck in Read-Only Mode

Hi, All -

I was in Project Web Access Page. Under the Updates, I have the following
message: You have 2 task changes from resources pending for approval. I
clicked the link > Selected Accept All > and then pressed the Update button.
I got the following message:

You selected a project that can be only opened read-only.
Do you want Microsoft Office Project to open the project read-only?

I have verified that the project is not checked out by any one. I clicked
the Admin tab > Manage enterprise features > and verified that no project is
listed under the "Check in enterprise projects" and "check in enterprise
resources"?

I don't know how to fix this issue. Please assist... Thanks!

Could it be that your account does not have R/W access to the schedule?
What happens when you try to open the schedule directly from Project
Professional. Does it allow the same user account to open this schedule in
R/W mode?

I am logging in as the admin, so I do have R/W access.

When I try to open the schedule directly from Project Professional, File >
Open > The file is grayed out for “Read/write to check out†… Version is
‘Published’ and under the Checked out column it says No.

The file was not grayed out before this whole issue started when I attempted
to approve tasks.

Please assist ... Thanks!

So it seems that you do not have access to edit the project as it stands
now.

1) Verify again that the project is not checked out
2) Make sure your user account which you say is an administrator does not
have any associations to any categories at the user level and that the admin
group does not have any categories associated to it that might limit your
access to this particular schedule.

The second check point about having associations user level categories was
the issue. I have resolved it now. Thanks again ...
