This is the message I receive when trying to email anyone in my contacts list
or distribution lists. I contacted my ISP and as usual, they say it is not
them. Can you help resolve the problem?

Are you authenticating to your outgoing server? See
http://office.microsoft.com/assistance/preview.aspx?AssetID=HA011128331033
for some possible troubleshooting options (even though the error message
you're getting is different from the ones they show, it still could be an
authentication issue).

I do have the box checked for My outgoing server (SMTP) requires
authentication. I have also clicked on Test account settings and it says
everything is okay, but it doesn't allow me to send mail still. I
reinstalled Outlook, but the problem persists.

reinstalling never helps... do you have outlook configured with the correct
from address? Also, triple check the authentication settings - check with
your isp to verify they are correct.
