I just upgraded to 2007. When trying to create a message I get the
X NOT IMPLEMENTED. What does this mean and how do I fix it??

When you said "upgraded", does that mean you already had one version of
Outlook installed and you installed the new version on top of that? Exactly
when does the error appear, when you click New? Some other time? Did you
start with a new mail profile after you installed Outlook? Did you install
other elements of the Office suite? What type of account are you using?

I had Office 2003 and installed Office 2007. Outlook was in both. I can
open Outlook and see my inbox mail/sent mail etc. However, when I click on
New Message on any of the options on the Menu bar I get the message box
X NOT IMPLEMENTED. I'm using XP.
I had a problem oringinally getting 07 Outlook to open. I unistalled 07,
reinstalled 03 and installed 07 again and was then able to open it. It also
said there was a data error upon closing but it seems to have resolved that
issue.

Uninstall both Office 2007 and 2003, if it shows up. Completely remove all
vestiges of Office 2003 with the Windows Installer Cleanup Utility
(http://support.microsoft.com/kb/290301) and reinstall Office 2007.
Configure a new mail profile with the Mail applet in Control panel.
