Not receiving e-mail

I am not receivng mail in my Outlook but can on my college site. I would
appreciate any help. Here is the error message.

The connection to the server has failed. Account: 'pop3.mail.wowway.com',
Server: 'pop3.mail.wowway.com', Protocol: POP3, Port: 110, Secure(SSL): No,
Socket Error: 10060, Error Number: 0x800CCC0E

If you have a virus scanner that integrates with Outlook, disable this
integration and try again.

In addition, verify that you are on a network which allows you to retrieve
POP3 email and send email via a SMTP server other than that it is local to
the network that you are connected to.
