Outlook 2000 will not open

I am using Outlook 2000 and am unable to open Outlook. I have tried to use
the Inbox Repair Tool and the scan stops during phase one with an error of
unknown problem with scan. I have tried downloading the Inbox Repair Tool
and it indicates that the file downloaded but when I run the file I get a
error that the SCNPST32.dll file is missing. In my research I see that with
Outlook 2000 if the personal files reach 1.5 to 2 MG then the file often
become corrupt. I was using the rules wizard to move spam emails to the
deleted mail. What file can I look for to delete in data files regarding the
rules wizard to be able to save my other data and get Outlook working again.

If your data file is oversize, though you dont mention its size, then you
would have to use the crop tool
http://support.microsoft.com/?kbid=296088 to lower it to an acceptable size,
then try scanpst.exe again. NB if the repair tool fixes errors, run it again
untill you get a clean pass.
Take a copy of the data file, before you attempt any repair
The inbox repair tool is installed with outlook, so I dont know why you
would have had to 'download' it.
You might also run chkdsk, prior to any attempted crop/repair
You use the Archive functions to move old mail to an archive data file, but
be aware this also has the size limit, so you may need to create several
archive files
