Outlook 2003 Error: Rules in Error: Server Requested Client Action

My user when receiving email in Outlook 2003, an error pops up stating Rules
in Error: Server requested client action, unable to find destination folder.

And for every email he receive, it will have 1 in Inbox & another similar
copy in junk mail folder.

What are the settings that could cause this error to happen?
