Outlook 2003 error....:(

I keep trying to open my Outlook 2003 i get a pop up over and over again
saying

"The extension configuration file "C:\Program Files\Microsoft Office\OFFICE11\
ADDINS\dumpster.ecf" could not be installed. There is an error in the syntax
or format of the file."

"The extension configuration file "C:\Program Files\Microsoft Office\OFFICE11\
ADDINS\MSSPC.ecf" could not be installed. There is an error in the syntax or
format of the file."

"The extension configuration file "C:\Program Files\Microsoft Office\OFFICE11\
ADDINS\OUTEX.ecf" could not be installed. There is an error in the syntax or
format of the file."

the last popup says

"An extension filed to initialize. Can't open file: extend.dat The file
may not exist, you may not have permission to open it, or it may be open in
another program. Right-click the folder that contains the file, and then
click Properties to check your permission for the folder."

I'm pretty good with programs... but how can i fix this?? I can't get into
the program to try to repair it. Can someone help? Thanks.

The problem with that is that it will not open so i can't get to the tools
menu.
remove the addins it's trying to load
tools/options/other/advanced/addin manger

I cannot find the file to rename it, when i searched for it, using the
website you gave info, it was not there.
There is no need to do that. See my reply.

Where do you get stuck?
Note that the folder could be hidden. You can access the folder by
copy/paste or typing the location provided in the Address Bar in Explorer.

The file cannot be found. It must have been deleted by accident some how.
As for where I get stuck in the program. It doesn't even open. the Outlook
pic shows up and then you see the Outlook program but there is another box
over it saying "Configuring Outlook" Migrating Preferences, Creating Welcome
Message, Importing User Data. Then all the other popups come up and it goes
no further into the program and closes.

The file is a registry cache-file which will be automatically created when
you start Outlook.
Can you start Outlook successfully in Safe Mode?
Start-> Run; outlook.exe /safe

At this point I would try a Detect & Repair. After that, check Office Update
to make sure all updates are applied again.

I cannot start Outlook at all, in safe mode or in any mode. I can't open it
so i can't detect and repair it, or look for updates... I guess, i will have
to go buy the program here and hope its not a pirated disk. Thanks.

You can always do a Detect & Repair via the setup of the installation or via
Control Panel->Add/Remove Programs
