Outlook 2003 signature

I'm using outlook 2003 & want to setup default signatures.
When I go into 'Mail Format' from the 'Tools' Menu I have mail format set as
rich text, but the signature picker box is unavailable.

Can't change my signature. This happens on my home office computer and my
city office computer... same thing. Been doing this for years, not a
beginner.

Also, can never get through the MS website to get a real answer to anything
ever. This has been going on for two years. I'll be switching to Mac soon.
