Outlook 2003 won't start after Office SP2 install

PC has Office Small Business Edition 2003 installed with BCM. Office SP2 had
an error during the install (not sure what it was) but it didn't install
completely. Now Outlook stops responding half way through startup displaying
the the main page with an hour glass that never goes away. Then it won't
close. Task manager won't close it either and the system needs to be
restarted with a hard reset. I checked for updates on the Office site and it
reported that the system needed Office SP2. So I let it install and it
finished without any errors. However, this did not resolve the issue. I
created a new Outlook profile and Outlook started, but would stop responding
as soon as I clicked on any email message to display it. Once Outlook hangs,
the system becomes unstable and won't shut down properly. Any suggestions on
how to resolve?
