Outlook 2007 - Default font when using Stationary

Hi,

I've been building some stationary for Outlook 2007. Everything seems fine
except that I cannot get Outlook 2007 to respect the default font settings in
Tools > Options > Mail Format > Stationary and Fonts.

I have my stationary selected as the default, I have "Always use my fonts"
selected for the font, and my font is set to Arial Narrow 11pt. However, all
new messages I create are using Times New Roman 12pt by default.

One strange issue I've noticed is that if my template has an empty body,
Outlook will respect my default font settings. e.g:
<body>
<br /><br />
</body>

However, if I have any additional html, Outlook will default to Times New
Roman 12pt. e.g:
<body>
<br /><br />
<table>
<tr>
<td>Test Table</td>
</tr>
</table>
</body>

Can anybody advise on how I can get Outlook to use the default font settings?
