Outlook 2007 rule "sender is in the Global Address List" doesn't

I will try and be very detailed here to help as much as possible.

I am using Outlook 2007 (Office Pro w/sp1) under WIndows Vista Business SP1.
Mine is a coprporate install running on Exchange 2003 Servers.

The issue has to do with setting up a rule that sets a condition for the
sender being in a specified Address book. Here is the rules detail from the
Rules Wizard:

Apply this rule after thew message arrives
sender is in Global Address List Address Book
and on this machine only
Move it to the Test Folder

Its a very simple rule, but it does not work, AKA it will not filter emails
that are created and sent by our corporate users. I have tried all the
subcategories under GLobal Address List (All Address Lists, All Users, etc).
This rule abosolutely will not work.

Using the people or Distribution list is not an option, as this will exceed
the 32k rule for Outlook rules. ANd I don't mind if you can't do it, but
PLEASE don't allow me to choose it as an option!

Any help would be appreciated on this issue.
