Outlook Rules - Will they Run if Outlook is not open?

I've created some Outlook rules. They DON'T say client-only so I'm assuming
that they are somehow stored on the server?? I'm using Outlook 2003 in Cached
Exchange Mode.

If I don't have my Microsoft Outlook open will the rules still run? Thank you.
