You will need to make the background transparent in a graphics program.

Use the autoshape, draw the oval, fill, fill effects, picture tab.
In Publisher 2000 or below, insert, new drawing, draw the oval, fill, fill effects,
picture tab. In this instance, click Object Frame Properties and click picture only.
