OWC11 web component not working on vista

I have a web application that draws a chart uisng owc11. it works fine on XP
and w2k3 box. However, when I move the asp.net web site to a Vista web
server, the chart shows blank with black background color. Nothing shows up.
I saw another post suggests to register the owc11.dll. I tried it but it
doesn't work for me. It still shows blank chart with black color.

Does anybody know about this? is this a known issue of Vista?

I have narrowed down the problem.
If I use 3D graph type such as chChartTypePie3D, it shows blank chart. If
use 2D graph type, the chart shows up properly.
