Power User and MSDE do not get along!

Hi All,

I have installed MSDE SP3, while logged in as 'Administrator', on my
NTFS Win2000 Pro computer. I searched the install log and found no
'RETURN VALUE 3' entries.

The problem comes in when I am logged in as a 'Power User'. During the
login MSDE appears to load correctly (I can see icon in SysTray). But,
when I load 1 certain program (my ISP dialer) the MSDE installer kicks
in, then it rolls back. The installer tries 3 times before it quits.
Below is the text from the ''Application' Event Log'. After this the
icon in the SysTray disappears. I am only posting 1 set of error
messages since all of them are the same.

The file 'C:\Program Files\Microsoft SQL
Server\MSSQL\Install\instdist.sql' does exists and can be found in the
MSSQL directory. I noticed that the permission for this directory is
set to 'Administrators' only. This is the default setting, I never
changed it.

I have no idea what this is telling me.

How can I fix this problem? Any help is greatly appreciated.
