Programmatically fill drop-down list based on another field's valu

I need to populate a drop-down list based on another field's value.

Ex:

Field 1 value: International Offices
Drop-down list values: Germany, Spain, Italy

Field 1 value: U.S. Offices
Drop-down list values: Los Angeles, New York, Chicago
