Project 2007 - Resource 0% Allocation

Folks ...

I know there is a timesheet in Project 2007 - for reasons I won't elaborate
on here, we have decided not to use this functionality inside of our
organization.

To that end - we are running Project Server 2007 w/SP1 and Project 2007 on
the desktop. Outside of the standard projects that we track within the
company, each manager has created a project file where team members can apply
time against production issues.

What we have attempted to do is the following:

Create a task of [Production Issues - Web Development]

Task Information - General Tab
Start Date of [3/31/2008]
End Date of [12/31/2008]

Task Information - Advanced Tab
Task Type of [Fixed Duration]
Deselect [Effort Driven]

Task Information - Resource Tab
Resource Name of [Enterprise Resource]
Units of [0%]

I want to add them at 0% because I do not want this task to count against
the resources calculated project time for availability (over/under
allocation) purposes.

I then [Collaborate] and [Publish] the project file.

Everything seems fine at this point. Project displays the tasks the way
that I would expect, the tasks have been assigned to the resource and show up
in the [Tasks] tab for the resource.

The resource then begins to update time through the tasks tab and selects to
[Update] information back to the project. As Project Manager, I accept the
updates and this is where things go off track.

Suddenly, project changes the allocation on the project tasks within the
Project File. I don't want this to happen, I want the % allocation to remain
at 0, but I want to see the actual hours that people are applying to these
tasks.

Any help on figuring this out would be greatly appreciated ...

The % allocation (units) is in reality a peak units. SO, if a person enters
8h for one day, peak units for the assignment are 100%.

I think you will need to add the remaining work column because if remaining
work gets to be zero, the assignment will be automatically 100% complete and
the task won't appear in My Tasks.
