Project Managers see only themselves

Hello,
Using Project Server 2003.

Project Managers are also resources, but when they try to build the project
team by:
Tools > Build Team from Enterprise
they are able to see only themselves.
The administrator is able to see everybody.
What is the permission that is missing to the Project Managers so that they
can assign their colleagues on their projects?

Edit the My Projects Category, in the section Resources, either All current
and future, or if you are using the RBS, and want them to be restricted to
certain resources, the selection boxes below for Apply the above Resource
security.
