Project Server 2007 Data Analysis Connection Issue

We are having an issue with using the data analysis service on Project Server
2007. We have a farm deployment that consists of a database server,
application server and terminal server. All servers are physical non-virtual
hardware contained in a central data center.

The issue is that on the terminal server id displaying the error when
connecting to the data analysis service the error “Cannot to the server
<database server name>. The server is either not started or too busy.†This
message is consistent when connecting from terminal server, but access from a
local Internet Explorer session works for the same user. Some users have
still received the same error message regardless of attempting to connect
from the terminal server or local session.

Review of Internet Explorer option settings have been verified and
duplicated to no avail for resolution of the problem. Please help in
identifying a possible cause and solution for a consistent functional use of
the data analysis service.



Version Project Server 2007 SP1
MS Project Professional 2007 Version :(12.0.6211.1000) SP1 MSO
(12.0.6213.1000)
The URL for Project Server Web Access has been set as a trusted site within
Internet Explorer.
Permissions have been verified for access to view and execute the data
analysis service in Project Server Web Access.

Please note there is still no solution to this error and the Project Server
Environment has been patched up through: KB960313
Windows SharePoint Service has been patched through: KB951695
Project Professional has been patched through: KB959634

Please help if you know of a solution
