Project Server 2007 timesheet approver

Hi,
In our organisation, the team membr submitting the timesheet to project
manager and the project manager submit his timesheet to program manager. But
for team members project manager is the final approver. Only project managers
timesheet needs to be approved by program manager.How can I achive this. I
checked the procedure in
http://www.projectserverexperts.com/ProjectServerFAQKnowledgeBase/ChainOfTimesheetApprovers.aspx
But it is for chain approval i.e the team members timesheet will go to
program manager for final approval after the project managers approval. We
don't want that.
