Provide default notes to all outlook users

I'm wondering if there is a way to create a note and distribute it to all
Outlook/Exchange users and have it automatically show up in their notes. I
know you can forward a note, but that requires user intervention. Is there a
way to simply distribute a note to select users or distribution lists and
have the note automatically appear in their notes section?
